Public hearing for Stormwater Management ordinance Tuesday

The Porter County Commissioners at their meeting Tuesday are giving the public a chance to speak on a new ordinance to update the county’s stormwater management.

A copy of the proposed “Quality and Quantity” ordinance can be found on the homepage of the County’s website, www.porterco.org, for the public to view in advance of the hearing.

The Commissioners meet for their regular meeting at 1 p.m. inside Room 205 of the County Administration Building, 155 Indiana Ave. in Valparaiso, with the hearing following at approximately 1:30 p.m.

At the first reading two weeks ago, Plan Commission Executive Director Robert Thompson and County MS4 Coordinator Rich Hudson said the ordinance will not establish a fee structure for the County’s drainage management in the unincorporated areas but it does entail a $250 daily fine for developers who do not follow requirements in approved plans.

The new ordinance will regulate discharges for non-stormwater flows, drainage control systems, erosion and sediment controls, and the design, construction and maintenance of stormwater quality systems.

Thompson said the most significant change is that a single-family home permit will be required to have drainage control plans approved and stamped by a surveyor professional before an occupancy permit can be obtained from the Plan Commission office.

There will be more checks in place for subdivision developers, along with a plat survey of the proposed development approved by the County Stormwater Management board and the MS4 Department.

In other business, the Commissioners will hear a number of requests from department heads.

County Assessor Jon Snyder will make a bid recommendation for a contract with a professional appraiser. ITS Director Sharon Lippens will ask the Commissioners’ approval for a copier maintenance agreement. E-911 interim director C.J. Wittmer will ask the board to approve a service agreement with Motorola. Maintenance Supervisor Heidi Childers will ask to put out a request for quotes for paint and carpet in the auditor’s office.

EMA Director Russ Shirley will have the Commissioners receive and open bids for new warning sirens.

Highway Department interim chief David James will give his recommendations on bids received for 2015 supplies and services for the department.
