Kouts clerk-treasurer faces sexual misconduct charge

Kouts Clerk-Treasurer Gregory S. Frame has been charged with one count of sexual misconduct with a minor between the ages of 14 and 16, in connection with a series of incidents which allegedly occurred between March 2004 and October 2005, the Porter County Prosecuting Attorney’s Office said.

Frame--who was elected to the office of Kouts Clerk-Treasurer in 2007 and who was previously elected to the 4th District seat on the Porter County Council in 1994--faces a term of two to eight years if convicted of the Class C felony.

According to the probable cause affidavit filed by Det. Tracy Kunstek of the Indiana State Police, in May 2008 the ISP received information that a male subject at a military facility in Illinois was reporting having been molested by Frame some years earlier. In a later interview, Kunstek stated, the subject advised that he had been a friend of one of Frame’s children and that at a party at Frame’s house in March 2004, when he was 14, Frame first fondled him. Over the course of the next two years, the subject further advised, he and Frame engaged in a sexual relationship which lasted until the summer of 2006.

Frame subsequently admitted the nature of the relationship, Kunstek stated, advised that over a six-month period he and the subject “became very close, spending a lot of time together,” but added that the subject had been “the aggressor each time they were together.”

Frame also advised that most incidents occurred either in vehicles or at his residence in Kouts,” Kunstek stated.
