A former Chesterton man and registered sex offender has been charged with
failure to register for the sex offender registry, the Porter County
Prosecuting Attorney’s Office said.
David B. Sullivan II, 26, was charged on Nov. 3 after the Porter County
Sheriff’s Police said that he failed to register a new address within the
statutorily mandated 72-hour period.
According to the probable cause affidavit filed by Sgt. John Kuehl of the
PCSP, Sullivan’s last address—at 702 Greenwich, Apt. E-1, provided on Aug.
13—appears to be a vacant lot, while the last time an address provided by
Sullivan was actually verified—in Chesterton—was on April 25.
“It is unknown at this time where Sullivan is living,” Kuehl stated in his
affidavit.
On Oct. 5, however, Kuehl received a telephone call from an acquaintance of
Sullivan who advised that “Sullivan is moving around from friend to friend
and hasn’t lived at any of the addresses that he has registered,” Kuehl
stated.
In October 2004 Sullivan was sentenced to seven years in the Indiana
Department of Correction—with credit for 294 days of incarceration at the
Porter County Jail—after pleading guilty to one count of child molesting, a
Class C felony punishable by a term of two to eight years; one count of
sexual misconduct with a minor, a Class C felony; and burglary, a Class C
felony, in connection with the forced entry in November 2003 of the One Stop
gas station at 1175 Broadway in Chesterton.
Sullivan had originally been charged with two counts of child molesting in
connection with an incident at a birthday party in unincorporated Porter
County in September 2002; two counts of sexual misconduct with a minor in
connection with a separate incident at a residence in Chesterton in May
2003; and two counts of burglary in connection with the One Stop job and the
subsequent forced entry in December 2003 of Gelsosomo’s Pizzeria at 371
Indian Boundary Road.
Failure to register for the sex offender registry is a Class D felony
punishable by a term of six months to three years.
William Babin
Also charged on Nov. 3 with failure to register for the sex offender
registry was William Lee Babin, convicted in February 1992 in Lake County of
child exploitation and conspiracy to commit murder.
According to the probable cause affidavit, also filed by Sgt. Kuehl, Babin
was residing in Lake County but working at Eagle Services Corporation with
addresses in Chesterton and Valparaiso. A registration reminder postmarked
June 11 was returned to the PCSP, though, with the notation “moved, left no
address, and unable to forward.”
As of Oct. 21, Babin had failed to register in both Porter and Lake
counties. “On Oct. 2, 2009, I placed a call to the place of business listed
on Babin’s work registration,” Kuehl stated. “I was advised that Babin was
still working at Eagle Services Corporation and indicated that they would
pass a message to him. As of this date, Babin still has not contacted this
officer.”
Babin, a former Lake County police officer, was convicted of taking sexually
explicit photos of a girl and then conspiring to have her murdered to
prevent her from testifying against him.
