Notice To Bidders

Notice is hereby given that the Porter County Municipal Airport will receive sealed bids for the Murvihill Road Sanitary Sewer Extension Project until 8:00 a.m. local time on July 28, 2009 at the terminal building located at 4101 Murvihill Road, Valparaiso, IN, 46383.

A mandatory pre-bid conference will be held at 10:00 a.m. local time Tuesday, July 21, 2009 at the Airport Terminal Building.

This project consists of two phases with two alternates as follows:

Phase I, Base Bid: Installation of 1,543 L.F. of 8” diameter sanitary sewer and associated manholes and appurtenances and site preparation and restoration.

Phase II, Base Bid: Installation of 860 L.F. of 8” sanitary sewer and associated manholes and appurtenances and site preparation and restoration.

Phase I, Alternate Bid: Substitute 24” diameter sanitary sewer for 8” diameter sanitary sewer and associated changes to appurtenances.

Phase II, Alternate Bid: Substitute 24” diameter sanitary sewer for 8” diameter sanitary sewer and associated changes to appurtenances.

Each bid shall include all materials and labor necessary to complete the work as shown on the project plans. Project plans are available from NPES, LLC located at 158 South Napoleon Street, Suite 105, Valparaiso, IN, 46383, (219) 462-8050 for a non-refundable fee of $30.

Each bid shall be enclosed in a sealed envelope and addressed as follows:

Each bid shall include a bidder's bond or cashiers' check in the amount of 5% of the total bid amount made payable to the, “Porter County Municipal Airport”. Failure to execute a contract for this work within 15 days of award and/or failure to furnish Performance and Payment Bonds shall be cause for forfeiture of the 5% bid bond amount to the Porter County Municipal Airport. Approved Payment and Performance Bonds shall be in the amount of 100% of the bid total and shall be in full force and effect for a period of 12 months after acceptance of the work by the Porter County Municipal Airport.

Each bid shall include the attached bid form, that is available with the Project Plans, filled out in its entirety.

Each bid shall include a fully executed non-collusion affidavit (Form 96).

Bids will be publicly opened and read aloud at 8:30 a.m. on July 28, 2009 at the regular Porter County Municipal Airport Authority Board meeting held at the terminal building. Bids shall remain open and in full force for a period of 120 days after the bid opening.

Each bid shall include the following information:

Bidder's name, address, and telephone and fax numbers

Bidder's principal officer(s) and proposed project superintendent

Bidder's proposed subcontractor(s), if any.

The Porter County Municipal Airport, in accordance with Title VI of the Civil Rights Act of 1964, 78 State, 252, 42 USC 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, Minority Business Enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex and consideration for an award. MBE's interested in participating in the construction program and bidding upon the project, upon request, will be supplied with information or plans and specifications desired.

The Porter County Municipal Airport is cognizant of the time limitation for awarding contracts and giving Notice to Proceed pursuant to IC 36-1-12-6. However, due to the time requirements anticipated for obtaining approval of appropriate public agencies, and other required procedures, it is anticipated that the contract cannot be finally executed and Notice to Proceed be given until 120 days following the opening of the bids. Accordingly, bidders should be prepared to grant an appropriate extension of time pursuant to IC 36-1-12-6 at the time of making the tentative award to the lowest responsive and responsible bidder as determined by the Airport Authority.

The Porter County Municipal Airport reserves the right to waive any informalities in bidding and to reject any and/or all bids for any reason or no reason. The Porter County Municipal Airport will award the bid to the lowest responsive and responsible bidder that will, in their sole judgment, best serve the interests of the Porter County Municipal Airport.
